Project Manager supporting Local Governance in the Democratic Republic of Congo

We are extending our engagement to the Democratic Republic of Congo and are looking for an experienced Project Manager to join us.

You will be responsible for managing an upcoming five-year project in the Democratic Republic of Congo: Appui à la Gouvernante Inclusive and Redevable. The project will take place in Haut Katanga province and will involve collaboration with a selection of municipalities. Your role may also include supporting other projects, method development, and developing new initiatives. The role includes frequent travel.

Location: The preferred location is Stockholm, Sweden. Placement in the Democratic Republic of Congo or within the region may be considered, however without facilitation from SALAR International.

Contract type: If based in Sweden, we offer a permanent position according to Swedish labor law, including a trial period. If based elsewhere, a project-based contract can be negotiated.

Start date: As soon as possible from 1 October 2022.

Main responsibilities:

• Lead the project team and project processes and conduct the strategic and day-to-day operational project work within the framework of established goals
• Develop and conceptualize strategic support measures in democratic governance, participatory processes, design of local services, local taxation, etc.
• Ensure timely project delivery, with high quality, effective risk management and aligned with the budget
• Maintain ongoing communication with partners, donors and critical stakeholders and be responsible for ongoing internal and external reporting and communication
• Other tasks within the company as agreed.

You build trust with those you work with and empower others to participate and influence. Experience with project development and process management is an additional asset.

You enjoy collaborating with a broad range of actors and you are skilled at creating and maintaining relationships over time where you also value the opportunity to learn from others. You have well-developed communication skills. You enjoy working in an inter-cultural setting, you are reflective and self-aware.

Qualifications:

• Master-level degree in a relevant field, such as political science, economics, international relations, community planning and sustainable development or equivalent knowledge acquired in another way.
• At least 5 years’ experience in project management through results-based management.
• Proficiency in English and French (verbal and written communication). Other languages (Kiswahili, Arabic, etc.) are considered a merit, as is a good level of Swedish, which is the day-to-day language in our office in Stockholm.
• Good understanding of developing countries and the political, social and economic context. Knowledge of integrating equality and rights perspectives into project work.
• Previous experience in tender procedures and preparation of project proposals is considered a merit.
• Experience in or with a municipality, region, municipal association or state authority is an advantage.
