Project Manager with focus on supporting Local Governance in the Democratic Republic of Congo (DRC)

SKL International is part of the Swedish Association of Local Authorities and Regions (SALAR, Swedish acronym SKR). We work globally to strengthen democracy and good governance at the local level. At our office in Stockholm, we are about 30 people and about 100 people contracted in projects abroad. We are planning to extend our work to DRC and are looking for an experienced Project Manager to join us in this effort.

DRC travel

About the role

You will be responsible for project management primarily within the framework of a project planned in the DRC: Appui à la Gouvernante Inclusive and Redevable (AGIR) . The project is planned to take place in Haut Katanga province and will involve collaboration with a selection of municipalities. Your role would also include supporting other projects such as deputy project manager, working with quality assurance, method development, and developing new initiatives as relevant. The role includes business trips to project countries, approx. 3-4 times per year.

Main responsibilities

  • Lead project processes and conduct the strategic and day-to-day operational project work within the framework of established goals.
  • Develop and conceptualize strategic support measures in democratic governance, participatory processes, design of local services, local taxation.
  • Ensure timely project delivery, with high quality, effective risk management and aligned with the budget.
  • Maintain ongoing communication with partners, donors and critical stakeholders.
  • Be responsible for ongoing internal and external reporting and communication about the project.

Qualifications

  • At least a master-level degree in a relevant field, such as political science, economics, international relations, community planning and sustainable development or equivalent knowledge acquired in another way.
  • At least 5 years experience in project management through results-based management (RBM).
  • Fluent in English and French (verbal and written communication). Good understanding of Swedish. Other languages are considered a merit.
    Good understanding of developing countries and their political, social and economic context.
  • Knowledge of integrating equality and rights perspectives into project work
  • Previous experience in tender procedures and preparation of project proposals is considered a merit.
  • Experience in or with a municipality, region, municipal association or state authority would be an advantage.

The position is a permanent position, based in Stockholm. The expected start date is 1 September 2022 (subject to project funding being secured). We facilitate flexible ways of working.
