Moldova: 70 Voluntarily Amalgamated Localities Receive Support in Establishing Public Service Centres
Around 70 localities involved in voluntary amalgamation will receive support from SALAR International´s PACE Local project to establish and equip Unified Public Service Centres (CUPS), improving access to public services for approximately 100,000 residents.
The establishment of CUPS is part of Moldova’s local public administration reform and aims to bring public services closer to citizens, reducing bureaucracy, travel time and costs, particularly for people living in rural areas. Through the centres, residents will be able to access a wide range of central and local public services, receive guidance in navigating government digital platforms and get support if they lack digital skills, equipment or internet access.
PACE Local, implemented by SALAR International and funded by Sida, will support municipalities throughout the process by providing guidance, consultancy and mentoring, as well as furnishing the centres and supplying the necessary IT equipment. Staff working in the centres will receive training to help citizens identify and access the services they need.
Mayors from participating localities will also take part in study visits to municipalities where CUPS are already operating, enabling them to learn from existing experience and good practices.
The project will additionally support communication efforts to ensure residents are informed about the new centres and the services available through them.
Unified Public Service Centres (CUPS)
Unified Public Service Centres (CUPS) are local service offices operating within municipal administrations. They enable rural residents, entrepreneurs and civil society organisations to access public services available through the Government’s EVO portal more easily, while also providing support for developing digital skills. Currently, more than 114 public services can be accessed through these centres, with the range of services expected to expand to up to 600.
