Consultancy Assignment: Energy-from-Waste Sector Assessment in Ukraine
The Sida-funded Waste Management for Ukraine (WM4U) Programme, implemented by SALAR International and Avfall Sverige, is launching a procurement for a consultancy team to carry out a comprehensive Energy-from-Waste (EfW) sector assessment in Ukraine.
The consultancy team will analyse the potential for introducing EfW solutions in Ukraine, taking into account both the waste management and energy sectors. The study will identify opportunities, barriers, and practical steps needed to integrate EfW technologies into Ukraine’s systems.
Scope of the Assessment
The assessment will support Ukraine’s efforts to:
- diversify energy sources,
- reduce reliance on fossil fuels, and
- strengthen national energy security.
The analysis will cover:
- regulatory and policy frameworks,
- technical and market conditions,
- financial models,
- environmental and social implications.
The study will align with EU legislation and draw on Swedish expertise in EfW. Technologies to be assessed include incineration, RDF/SRF, and anaerobic digestion, adapted to Ukrainian realities.
The results will provide recommendations for potential next steps in developing EfW capacity in Ukraine.
