Request for Proposals: Local Expert(s) on EU accession process in Moldova

SALAR International is searching for Local Expert(s) on EU accession process, for the project Local Public Administration, Citizen Engagement (PACE Local) in Moldova.

The EU Expert(s) is a Moldova-based national position requiring good thematic experience of the EU institutions, modalities and accession process. This assignment would be an opportunity to be involved in the Republic of Moldova’s EU accession process, including contacts with relevant national institutions such as the Bureau for European Integration and other parts of the State Chancellery and with the EU Delegation. It focuses on an area often under-appreciated in previous accessions, namely the engagement of local public authorities (LPAs), who are responsible for complying with and implementing large parts of EU legislation and will need support to take full advantage of EU funding opportunities.

The expert will be accountable to the project and should maintain close cooperation with the local project team, project management and other relevant experts, but is also expected to maintain a close working relationship with the Congress of Local Authorities from Moldova (CALM), including spending part of working time as appropriate at CALM’s premises.

Location and Duration

The EU Expert(s) shall be partially based at the SALAR International office in Chisinau, Moldova as well as working appropriate at Project’s partners premises such as Congress of Local Authorities from Moldova (CALM). The role includes frequent travel within Moldova and when needed (or feasible) to other countries in the region (as well as Sweden).

The assignment is for 12 months, from October 2025. Extension for the remaining period of the project shall be agreed with the Project Manager on an annual basis.
