Request for Proposals: Local Pilot Experts
SALAR International and Avfall Sverige is seeking services of three consultants to be engaged in the programme Waste Management for Ukraine - 2 Local Waste Planning Leads and 1 Intermunicipal Organisation Lead.
SALAR International and Avfall Sverige implements a Sida funded multi-year Programme for Swedish support to reforms of the Municipal Solid Waste (MSW) sector in Ukraine (“WM4U”).
Municipalities in Ukraine have the overall responsibility for municipal waste management. The Programme has established cooperation clusters in Ukraine, including 8-10 municipalities in each cluster. The work with the clusters in Ukraine aims to develop local waste management plans based on the national/regional plans and fully in line with the EU acquis. These plans will be the basis for developing local investment plans to implement the ambitions of the waste plans. Furthermore, the Programme will support the creation of four inter-municipal waste organizations that can take responsibility for local waste management within their respective clusters.
Against this background, the Programme seeks to engage 2 Local Waste Planning Leads and 1 Intermunicipal Organisation Lead.
Local Waste Planning Leads
For the Local Wase Planning Lead role, 2 positions are open for application. These positions will have overall responsibility for coordinating and supporting the work on local waste management plans in two clusters each. As these positions will work closely with the clusters, local presence is a great advantage.
It is anticipated that one Local Waste Planning Lead (A) will focus on Ivano Frankivsk and Vinnytsia clusters and the other Local Waste Planning Lead (B) on Kremenchuk and Lozova cluster.
Fluency in Ukrainian and english is required.
Location and duration
The assignment is expected to run from May 2025 for an initial period of 6 months, with the possibility to extend. Each Lead position is expected to include full time.
The Leads can execute the work from its own office but regular travel to the pilot clusters is expected.
Intermunicipal Organisation Lead
For this role, 1 position is open for application. This position will support the establishment of inter-municipal cooperation organizations in the clusters, in other words a common resource for all clusters. This is central to ensure alignment with national ambitions on inter-municipal cooperation but also to facilitate knowledge exchange between the clusters concerned.
Fluency in Ukrainian and english is required.
Location and duration
The assignment is expected to run from May 2025 for an initial period of 6 months, with the possibility to extend. This position is expected to include half time, but likely to be increased to full time in case the assignment will be extended after this first 6 month.
The consultant can execute the work from its own office but regular travel to the pilot clusters is expected.
