Request for Proposals: Local Short-Term Education Expert

Education Decentralisation Reform Piloting and Application of Maturity Model - Governing Together methodology in Armenia.

SALAR International is seeking the services of a Local Short-Term Education Expert. The expert will adapt, integrate, and apply SALAR’s Governing Together and DeaLoG’s Maturity Model methodologies within the framework of a pilot decentralisation project in general education. The expert will also provide relevant developmental inputs to support the pilot initiatives carried out under SALAR’s project in Armenia, “Support to decentralisation and local self-government reforms (DeaLoG)”.

The Expert should be experienced, professional, self-motivated person with high proficiency in Armenian and English, who can work effectively in a dynamic and changing environment. Within the assignment the Expert should support the DeaLoG Project and its partners (in particular, the Ministry of Education, Science, Culture and Sport of Armenia, the Ministry of Territorial Administration and Infrastructure and up to three pilot municipalities and schools) in conducting capacity building measures for municipalities and schools, focusing on Municipal and School Governance and Leadership, School-Municipality Collaboration, Resource Management and Shared Vision and Monitoring, Evaluation, and Data, in the context of implementation of pilot education decentralisation project in three selected municipalities of Armenia.

Location and Duration

The Expert should be based in Yerevan, Armenia, with possible travel across Armenia.

The assignment is for 8 months, from January to mid-September 2026.

• A cover letter with short explanation of the applicant’s suitability for the assignment (maximum one A4-page)
• Up-to-date CV indicating relevant experience and qualifications.
• A short (1-page max.) Technical and financial proposal (Expert’s vision and implementation approach on the assignment and the daily fee)
