Request for Proposals: Local Short-Term Legal Expert

Review of Legal Framework and Development of Legal Instruments Enabling Implementation of Decentralisation Pilot Project in Education System of Armenia.

SALAR International is seeking services of a Local Short-Term Legal Expert to review Armenian legislation and prepare relevant legal instruments concerning general education system to support the pilot initiatives conducted in the scope of SALAR International´s Project in Armenia “Support to decentralisation and local self-government reforms (DeaLoG)”.

The Expert should be experienced, professional, self-motivated person with high proficiency in Armenian (English - desired), who can work effectively in a dynamic and changing environment. Within the assignment the Expert should support the Project and its partners (in particular, the Ministry of Education, Science, Culture and Sport of Armenia, the Ministry of Territorial Administration and Infrastructure and municipalities) in conducting legal review in education system (namely general education) and developing respective legal instruments. The final product of this Assignment is a conducive legal and regulatory framework for education decentralisation to enable the implementation of pilot education decentralisation project in three selected municipalities of Armenia.

Location and Duration

The Expert should be based in Yerevan, Armenia, with possible travel across Armenia.

The assignment is for 6 months, from January - July 2026.

Request for Proposals

All interested applicants should send their proposals, comprising the following documents, to SALAR International no later than December 30, 2025, 18:00, Yerevan time:

• A cover letter with short explanation of the applicant’s suitability for the assignment (maximum one A4-page)
• Up-to-date CV indicating relevant experience and qualifications.
• A short (1-page max.) Technical and financial proposal (Expert’s vision and implementation approach on the assignment and the daily fee)
