Request for Proposals: Mid-Term Review

SALAR International is seeking services of a team of experienced evaluators to conduct a Mid-Term Review for the programme Support for Inclusive and Accountable Governance project (AGIR) in the Democratic Republic of Congo.

Since August 2022 SALAR International has been implementing the AGIR project in the province of Haut-Katanga in the Democratic Republic of Congo, with funding from the Swedish Embassy in Kinshasa. The project has developed strong working relationships with six local governments (Entité Territoriale Décentralisée - ETD), aiming to address capacity and service delivery challenges in practical and tangible ways to contribute to positive development within communities.

Mid-way into implementation of the 5-year project, AGIR is recruiting a team of experienced evaluators to assess the relevance, effectiveness, gender-responsiveness, efficiency, sustainability potential of the project, with a view to adapting the project strategies for the remaining two years of implementation. The review shall include evidence from the 6 partner ETDs in the review process: City of Kasumbalesa, Balamba Sector, Lubumbashi Commune, Katuba Commune, Kikula Commune and the City of Likasi.

The review should be led by a team of two consultants, one of whom should take the role of team leader. We are looking for a team consisting of one international and one national consultant. The team will propose the most effective means of implementing the process, including a combination of on-site and remote working methods.

Fluency in French, spoken and written, is required for the assignment.

Location and duration

Preparatory steps shall happen in the first half of April. Data collection and analysis will take place in April-May and the final report will be presented by 10 June.
