Request for Proposals: Procurement Specialist for Project in Moldova
SALAR International is searching for a Procurement Specialist for the project Local Public Administration, Citizen Engagement (PACE Local) in Moldova.
The Moldovan-Swedish project “PACE Local: Local Public Administration, Citizen Engagement” is a fouryear initiative that contributes to the strengthening of local governance in the Republic of Moldova. The project is implemented by SALAR International, with financial support from the Government of Sweden through the Swedish International Development Cooperation Agency (Sida). The overarching objective of the project is to strengthen the capacities of Local Public Authorities (LPAs) through an improved local governance framework, ensuring that public services become more accessible, efficient and in line with the strategic orientation of the Republic of Moldova towards accession to the European Union.
The Procurement Specialist plays a key role in managing procurement activities within the PACE Local Project. This position is responsible for coordinating material supply and providing technical support to project partners, ensuring smooth and efficient procurement processes.
The role includes tasks such as contributing to procurement planning and project discussions, preparing procurement proposals and detailed Terms of Reference, managing the tendering process, and conducting market research and supplier identification in Moldova.
Working closely with and report to the project management team in Sweden and the Team Leader and Project Coordinator in Moldova, is also part of the role.
Location and Duration
Chisinau, Moldova. Physical presence in the office is a requirement, frequent travel within Moldova is expected.
The assignment is part-time (approx. 60%) for 12 months, from February 2026. Extension for the remaining period of the project (until December 2028) shall be agreed with the Project Manager.
