In order to achieve this we see three pivotal domains of change: decentralised democratic systems, effective and equitable
service delivery, and local sustainable development.

Decentralised democratic systems are a pre-condition for strong local and regional self-governance and thus people’s opportunities to shape their own lives. A decentralised system provides the institutional framework that allows national, regional and local governments to interact in an effective manner in accordance with the principle of subsidiarity that ensures that decisions are being made as close as possible to the citizens.

Cases

  • PROSTO - Support to Services Accessibility in Ukraine
    The project focuses on supporting hromadas in the establishment and modernization of Administrative Service Centers (ASCs) to improve citizens’ access to services on local level. The project is implemented between July 2021 and October 2023, and builds on SALARs experiences working with U-LEAD with Europe.

  • IRAQ - Local Governance Development
    The Project Local Governance Development in Iraq (LOGDEVI) is currently being implemented by the Swedish Association of Local Authorities and Regions (SALAR), and its affiliate SKL International, together with the Iraqi Research Foundation for analysis and Development (IRFAD). Implementation period runs from 2018 to 2022, with a focus on the three governorates of Duhok, Diwanyah and Muthanna.

    UKRAINE - Support to decentralization
    In April 2014 the Government of Ukraine (GoU) committed to a process of comprehensive decentralization reforms. By expanding the powers of local government bodies, the GoU intends to promote democracy, improve service delivery to citizens, and better coordinate national and local interests.

    UKRAINE - Local Empowerment, Accountability and Development Programme
    Decentralisation is one of the most important reforms of the Ukrainian government. To succeed in this reform it was crucial to reinforce the service delivery capacities of the public administration, including delegation of mission, mandate and responsibilities to local self-government bodies.The U-LEAD programme was initiated by the Government of Ukraine and the EU to support Ukraine’s decentralisation reform. Sida was delegated by the EU to implement support to improved administrative service delivery to the population by supporting the establishment or modernisation of up 600 Administrative Service Centres (ASCs) in newly amalgamated communities (hromadas).SKL International implements part of the task on behalf of Sida. The activities were divided into the Inception Phase and the Roll-Out Phase.

    Fortalecimiento Institucional Ciudadano para al Desarrollo Territorial (FOINCIDE) sets out a 4.5 year intervention that aims to improve the prospects for peace and sustainable development in Colombia through greater inclusion, accountability and equity at the local level.

    BOSNIA AND HERZEGOVINA - Strengthening Associations of Municipalities and Cities
    Bosnia and Herzegovina’s (BiH) two Associations of Municipalities and Cities (AMCs) represent all the local self-government units in the country, apart from the Brčko District. As the country pursues EU membership these Associations are uniquely positioned to help advance EU integration, as a substantial number of mandatory European-law-based regulations have to be carried out by local governments.

    CUBA - Efficient and Sustainable Municipal Management and Development
    The project will promote sustainable local development with a participatory approach and is carried out in co-operation with the Centre for Local and Community Development (CEDEL) of the Ministry of Science, Technology and Environment (CITMA) in Cuba and SALAR through SKL International.

  • Building and blue sky in Tunis
    TUNISIA - Supporting decentralisation and local governance
    The Tunisia Local Governance Project 2018-2022 (TLGP 2018-2022) is the continuation of the Tunisia Local Governance Project 2015-2017 and is foreseen for a period of 48 months. The project will continue to support the democratic transition and the establishment of a democratic system of government that is based on the principle of subsidiarity in a similar way to the previous project phase, namely the provision of technical assistance to the Tunisian Parliament, relevant national Ministries, the Tunisian Local governments association (FNVT) and its members and civil society partners in order to develop proposals on specific aspects of decentralisation and drive their organisational development.
