The SALAR International Training Programme is a global platform for professional learning and institutional development, delivered by SALAR International, the development arm of the Swedish Association of Local Authorities and Regions (SKR).

Building on decades of experience in decentralisation, public administration, and sustainable urban development, the Training Programme supports leaders and practitioners who seek to strengthen governance systems, improve local planning, and build inclusive and resilient communities.

What distinguishes the SALAR International Training Programme is its combination of international expertise with practical Swedish municipal experience, presented in a way that is fully adaptable to diverse institutional realities. We do not promote a one-size-fits-all model. Instead, our courses focus on principles, tools, and methods that can be tailored to different governance systems, administrative cultures, and development challenges, enabling participants to translate learning into solutions that work in their own context.

The learning approach is grounded in evidence-based methods and practical application. Participants work with real examples and tested approaches in areas such as trust-based governance, transparent local finance, social inclusion, integrated urban planning, and climate-responsive development. Through guided reflection and practical exercises, they learn how to interpret these experiences and adapt them to their own institutional needs and territorial contexts.
